in so arranging affairs as to keep taxes as low as possible. Everyone
does it, rich and poor alike and all do right, for nobody owes any
public duty to pay more than the law demands."

According to the IRS, in 2009, there were 8,274 filers reporting income of more than $10 million per year.  The combined income for all 8,274 was $240 billion.  That's it.
